Slow RAM is still faster than too little RAM. If you can't get 32 GB I'd say 24 GB is definitely better than 16 GB. Secondly, Ripjaws are generally good yes. But I don't know about the "auto-overclocking", since it is the motherboard BIOS that sets the RAM speed, and "overclocking" to rated speed is simply enabling the XMP profile in BIOS.
