2. MarkIceburg. • 2 yr. ago. When you look at the bannerlord starting map all the northern empire, southern empire, and western empire are imperial cultures. If you can be bothered then look at the settlement. It will say what culture it is in the management screen. 1.
They will give you a quest to clear a bandit camp to get the final 2 pieces of the dragon banner. Once you have assembled the banner, you can start your own kingdom by capturing a castle, then talking to either Isitana (if its an "Imperial" castle) or Arzagos (non-imperial) and they will create your kingdom.
I believe a recent patch (not sure if it's beta branch only atm) did make it so you can make a kingdom without the banner. I could be wrong though. Yes it is possible, you need clan tier 4 and at least 1 settlement. when you have that, there is an option to create a kingdom in the clan tab on the top right. RoastedThr33 • 3 yr. ago.

If i go to the Arzagos quest, it says "own a settlement" only and is marked as complete.

Can't Create Non-Imperial Kingdom So, I am Clan Tier 4, I have 100 Troops, I am an Independent Clan and own a settlement. On the create a non-imperial clan I have x4 green ticks to indicate completion, but when I go to see Arzaogos and go to create the kingdom the "Yes, I am sure option" is greyed out.
